Vincent D. Harrington, MPA is a campaign strategist, coalition builder, and leader in community relations with significant experience building partnerships across corporate, legislative, philanthropic, and community stakeholders. He is the founder of Legacy Solutions Group LLC, a positioning and branding firm that develops strategic relationships and growth opportunities for organizations based on their unique needs.

Vincent currently serves as Director of the Young Men and Boys Partnerships & Engagement within the Maryland Governor's Office for Children, where he leads Governor Wes Moore's first-in-the-nation statewide initiative dedicated to improving outcomes for boys and young men. He works across state government and alongside philanthropic, nonprofit, and private-sector partners to advance initiatives focused on mental health, mentorship, workforce development, education, and economic mobility.

Prior to leading the Initiative, Vincent served as Deputy Director of Operations and Executive Aide to Governor Wes Moore, supporting the day-to-day operations of the Governor's Office and helping advance the Administration's priorities. He joined the Moore-Miller Administration after serving as Executive Director of the Maryland Democratic Party, where he led statewide operations and organizational strategy.

Vincent's career spans more than fifteen years in politics and public service, driven by a commitment to improving healthcare delivery, supporting organized labor, strengthening schools, expanding opportunities for Black families, and advocating for seniors. His experience on Capitol Hill as a Constituent Services Specialist for Congresswoman Donna Edwards and in Prince George's County Government as a Community Relations Officer provided the foundation for developing strategies that strengthened the connection between public policy and service delivery.

Recognizing the economic drivers behind legislative reform, Vincent leveraged his experience in federal and local government to develop solutions that improved outcomes for residents and strengthened partnerships between government and the communities it serves. He earned a Master of Public Administration from Bowie State University, where he served as President of Pi Alpha Alpha, the national honor society for public administration.

Vincent's academic training and professional experience prepared him to serve as Political Director for the historic Wes Moore for Maryland gubernatorial campaign, where he managed several key initiatives that contributed to the election of Maryland's first African American governor.

His mission is to provide a voice to the voiceless while creating pathways for others to engage in public service and civic leadership. When he is not moving at the speed of politics, you can find Vincent mentoring young men from his alma mater, the University of Maryland, College Park, and participating in community service initiatives that strengthen neighborhoods and empower the next generation of leaders.
